Rent and other revenue the Assistant District Officer takes

his instructions from the District Officer who remains gen-

erally responsible to the Treasurer for their prompt and

efficient collection.

The questions of the performance

of such Police supervision as is still required in the New

Territories forms the chief difficulty. I consulted the

Acting Captain Superintendent of Police, Captain Lyons,

who

has experience of similar conditions in the Federated Malay

States and found him strongly in favour of my proposals. I

attach a copy of his Minute.

Mr. Hallifax who for some years

has held the appointment of Assistant Superintendent of

police (now District Officer) in the New Territories and

has a more intimate acquaintance with the circumstances

than anyone else is also strongly of the same view.

These

officers are of opinion that the efficiency of the Police

will be in no way lessened and that the District Officers

will be able to exercise a supervision and control no less

effective than the present, since the Sergeants in Charge

of Police stations already communicate direct and take

their orders direct from Headquarters in Hongkong.
